Applying that rules of expressio unius exclusio  alterius, which when applied excluded all functions not specifically granted by the constitution, one is tempted to agree with the suggestion that the role of Local government Councils are limited to the functions enumerated in the 4th schedule . However, it is still within the province of the state to ensure under a law which provides for the establishment, structure, composition, finance and functions of such councils. This clause under section 7 of the constitution is the reason for my submission that the state can add to the functions of the local government councils and in that regard, provides the constitutionality of any other role or roles attached…

St. Hilary’s Parish rolls out the drums – As Archbishop inaugurates parish

It was jubilation galore throughout Amaukwu Orodo in the Mbaitoli Local Government Area of Imo State, Sunday, June 2, 2013 when the entire community: Catholics and non-Catholics, men and women, youths and children, trooped out in their thousands to celebrate the inauguration of St. Hilary’s Catholic Parish, Amaukwu Orodo. The occasion which marked the maiden pastoral visit of the Catholic Archbishop of Owerri, His Grace, Most Rev. A.J.V. Obinna to that church also, featured the administration of the Sacrament of confirmation on 47 candidates (10 boys and 37 girls). The Imo State Community Government Council (CGC) has begun payment of pensions in the 637 communities in the state. The Commissioner for Community Government Council and Chieftaincy Affairs, Barr. (Lady) Ugochi Nnanna-Okoro disclosed this while interacting with the press in Owerri on Monday. She said that cheques were being distributed to the pensioners in their various kindreds. Lady Nnanna-Okoro explained that pensioners who did not see their names were those who did not fill the forms distributed to pensioners in their various areas. Barr. Community Government: Is it viable?

Governor Owelle Rochas Okorocha has on several occasions enumerated what Imo people stand to gain from embracing his Fourth-Tier System of Government, otherwise called, Community Government.  The novelty of it all, being that the state power base will, as it were, relocate from Douglas House Owerri (Government House) to the various autonomous communities in the 27 local government areas of the state.
